How About That F.O.I.A.?! 
State level Request for Documents

    In the ongoing process to educate those who have a need or desire to learn the 
law and or aspects of it, it has been the purpose of the American's Bulletin to aid 
in that educational process as need and events arises. It was in the May issue
(1994) that appeared a quasi-article. Actually a Freedom of Information Act 
Request, more commonly called a 'F.O.I.A.' (FOIA). 
    The 'F.O.I.A.' that appeared in that particular May issue was written by long 
time Patriot litigator, Bill Medina. That FOIA was written to be directed to the 
infamous IRS, a quasi-federal agency. But at the 'State' level it's not usually 
called a 'FOIA', but rather a "Request for Public Documents". You could call it 
a State level FOIA. 
    Seems there was this fellow, Clyde Hyde, over there in Washington state. 
Seems he'd done some reading and research. Wanted to be free from the strings
of corporate government as it applies to Washington in relation to himself. He 
also wanted to be able to travel freely 'cause he's not engaged in commerce upon
the highways. 
    Seems he had a mess of questions but didn't know how to get the 'state' to
answer. Some of the questions were related to any contracts he may be involved 
in with the 'state' and in relation to his rights and rights to property. 
    Well Clyde took that (federal) FOIA and revamped it some to fit a 'state' level
-"Request for Public Documents" there in for Washington State, and he sent it off to the Dept. of Licensing. 
    However, the 'Department' did not respond in the appropriate time allowed.
So, Clyde then filed "Petition for a Writ of Mandamus" to the Superior 
Court in Lewis County. 
    Well, about eight or nine days later, the Dept. of Licensing did send to Clyde a
response/answer to his FOIA. Aside from apoligizing for his original request going
unanswered, the Dept. of Licensing (an agency within the executive branch of
this particular State government) stated: "The Department has no documents 
on file which would demonstrate that you are a party to any social compact
 or contract which can be demonstrated to operate to confer any 
contractual, controlling, insurable, lawful, legal, pecuniary, regulatory, or 
any other interest in your being and/or property to the benefit of the county
or state, etc." 
   
Don't know about you, but we figure this fellow Clyde Hyde is a FREE MAN,
pursuant to the states' response. Or as Bill Medina used to put, (the state failed
to show)...how the State Constitution operates upon you! But now we know,
as it applies to Clyde!
    It's just amazing what one can find out by the use of a few pieces of paper, 
especially when called a FOIA, and what can be learned from the 'bulletin'.
